Bounce Rate = a total number of visits viewing one page / Total entries to page ≤ the average variable page load speed.

Te = Total entries to page
Ps = Average variable page load speed

Besides if the percentage exceeds 90% it means your site has high bounce rate.
However, a good bounce rate indicates your site is excellent. You have good traffic on your site and people like the information you deliver to them.
Besides, average bounce rate lies between 41-70 which means your site has relevant content but you still need to make some improvements in your site to provide quality data.
On contrary, high bounce rate means your website or content is not good enough to deliver helpful information to visitors. Additionally, it is the sign of poor performance.
It means your site gets failed to grab people attention. You need to work on your site to make it attractive. So, it can influence people and make them engage with your site. But before taking any step you must the reason for high bounce rate of your site.
